§ 2-13. Ordinances: Passage, when in effect.
All proposed ordinances shall have two (2) separate readings which shall never be held on the same day, and any proposed ordinance may be advanced to second reading after having been presented and read by title only or should the city council by majority vote so request, presented and read in its entirety before being advanced to second reading. A majority vote of all duly elected, appointed and acting councilors shall be required before any ordinance be advanced to second reading, or before any ordinance be passed. The vote on final passage of every ordinance shall be yeas and nays and shall be entered in the journal. The mayor shall have no power of veto.
Within ten (10) days after its passage, every ordinance shall be published in full in a newspaper authorized by law to publish legal publications. Every ordinance except an emergency ordinance, so passed and published, shall become effective thirty (30) days after its final passage and publication unless it specifies a later time. Emergency ordinances, containing a separate section declaring an emergency, shall go into effect concurrently with publication. Provided further that a franchise for a public utility shall not go into effect until the ordinance granting it has been published in full in a newspaper authorized by law to publish legal publications and has been approved at an election by a vote of a majority of the qualified voters voting on the question.
No ordinance shall contain more than one (1) subject, which shall be clearly expressed in its title, and no ordinance shall be revised or amended unless the new ordinance contains the entire ordinance revised or the section or sections amended and the section or sections so amended shall thereby be repealed.
