The electrical inspector shall have the authority to make special rulings when circumstances
warrant, for the safeguarding of life and property and the improvement of electrical
installations; but in all cases persons engaged in the installation of electrical
equipment must be notified by letter of these decisions.
(b)
Any person shall have the right to appeal to the building trades board, created in section 10-21 from a decision of the electrical inspector refusing to grant a modification to the
provisions of this Code covering the manner of wiring or materials to be used in the
installation of electrical conductors and equipment regulated by the code. An application
for appeal shall be based on a claim that the true intent of the code or the rules
legally adopted thereunder have been incorrectly interpreted, the provisions of the
code do not fully apply or an equivalent form of construction can be used.
