§ 2-51. Voting; quorum.

(a)
Unless specifically provided by applicable statute or ordinance, an "abstain" vote shall not be deemed a negative vote.
(b)
A majority of the quorum shall be sufficient to render a decision, unless the applicable state statute or city ordinance requires a greater number.
