§ 2-60. Robert's Rules of order.

All questions of law, questions of procedure, or questions of fact which may present themselves to the city council and which are not covered by the provisions of this article may be resolved by consulting a recognized parliamentary procedures manual such as "Robert's Rules of Order, Newly Revised."
