§ 37-127. Construction of subsurface utilities across and along streets within fire limits, across and along major streets and highways.

  • (a)

    Where subsurface utilities are to be constructed across or along streets within the fire limits or across or along major streets or highways, plans showing such construction shall be submitted to the office of the engineering division of the department of operations for approval. Any such approval will be based on the following methods of construction:

    (1)

    Opening of trenches shall be confined to within 100 feet in front of the completed utility installation. Backfilling shall be started immediately after the installation of the utility.

    (2)

    Where utilities are to be constructed across streets as provided in this subsection (a), one of the following methods may be used:

    a.

    Tunneling.

    b.

    Boring.

    c.

    Open excavation with bridges being provided as soon as trench is excavated.

    d.

    Open excavation where work can be completed between the hours of 6:00 p.m. and 6:00 a.m., or on weekends from 9:00 p.m., Saturday, until 6:00 a.m., Monday.

    (b)

    When an emergency exists and it is necessary for a utility to make an installation, an open cut will be permitted subject to the approval of the engineering division of the department of operations.
