  • (a)

    Each user of the city's water utility shall be required to pay a service charge for the use thereof. The water service charge shall be comprised of a charge to service each account plus a volume charge for the volume of water used. Water service and volume charges shall be established by resolution of the city council.

    (b)

    Each user, purchaser or customer of the water system of the city whose property or premises may be located outside the corporate limits shall pay as a water charge a sum equal to 150 percent of the sum computed under the provisions of subsection (a) of this section. The city does not obligate itself to furnish water service to any persons whomsoever, but will furnish such service as is reasonable within its ability to do so.

    (c)

    For up to three summer billing periods for water consumed by active water accounts after July 1, the city council may by resolution authorize the following monthly rate to encourage summer yard and garden watering:

    (1)

    Monthly quantity of water metered (gallons) water service rate per 1,000 gallons:

    a. 0—3,000: No charge.

    b. 3,001—15,000: $2.25.

    (2)

    Monthly quantity of water metered (gallons) water service rate per 1,000 gallons:

    a. 15,001—300,000: $1.85.

    b. Over 300,000: $1.65.
