§ 41-690. Terms and conditions of service.

  • (a)

    The utilities director of the electrical generation and distribution department for the city shall draft and prepare a compilation of operating terms and conditions for electric service to serve as guidelines, regulations, policies and standards for the electric customer-consumer and the electrical generation and distribution department for the receiving and furnishing of electricity by the city.

    (b)

    When so prepared, the same shall be presented to the city council for acceptance by resolution, and copies of such shall be made available for interested parties, being henceforth entitled "Terms and Conditions of Service."

    (c)

    Not less than three copies of the terms and conditions of service shall be filed in the office of the city clerk and in the office of the electrical generation and distribution department, and when so accepted and filed, the provisions therein shall be controlling in the receiving and furnishing of electricity by the city, as if fully set out by ordinance, together with all applicable provisions of this Code, the Charter and state laws.

    (d)

    Any amendments, changes, alterations, modifications or exceptions to the terms and conditions of service may be made by resolution.

    (e)

    Annually, the utilities director shall prepare and submit a report to the city council concerning the use and application of the terms and conditions of service.
