The owner of any dog shall keep such dog under restraint and shall not permit the
dog to be at large.
(b)
Subsection (a) of this section shall not apply to the owner of any dog while such
dog is participating in a dog show or training program authorized by law or by other
appropriate authority. However, said dog must be within an interpretable distance
of audible or hand commands given by the owner or some person designated by the owner.
