§ 2-47. Presiding officer.

  • (a)

    The mayor, or in his absence, the vice mayor, shall take the chair precisely at the hour appointed for the meeting and shall immediately call the city council to order. In the absence of the mayor and vice mayor, the city manager or acting city manager shall call the city council to order, whereupon an acting chair shall be elected by the members of the council present. Upon the arrival of the mayor or vice mayor, the acting chair shall immediately relinquish the chair upon the conclusion of the business immediately pending before the city council.

    (b)

    The presiding officer shall preserve strict order and decorum at all regular and special meetings of the council. He shall state every question coming before the city council, call upon the city manager for any appropriate background information and recommendations, announce the decision of the city council on all subjects and decide all questions of order, subject, however, to an appeal by the city council, in which event a majority vote of the city council shall govern and conclusively determine such questions of order.
