It shall be unlawful for any person to deposit or cause to be deposited any refuse,
litter or rubble in any city park or in or upon any city impound except in containers
specifically designated for such use. Where public receptacles are not provided, litter
shall be carried away from the park by the person responsible for its presence and
properly disposed of elsewhere as provided by ordinance. Litter shall be placed in
such containers in such a manner as to prevent it from being scattered by the elements.
