The lids or covers of all garbage containers, whether provided by the occupant or
owner of the premises, or furnished and owned by the city as provided in this division,
shall at all times be kept fastened so that flies and other insects may not have access
to the garbage contained therein, and such lids or covers shall be removed only while
depositing garbage into the garbage container, or while emptying garbage therefrom.
